Common challenges for a program or project manager is to get budget approval for a technical project. One of my friend who is certified project manager told me that her boss requested her to prepare “ROI” for cases like upgrading from Oracle 8 to 10g (Oracle does not support 8 ) or replacing EOSL hardware like V240.
Actually, core of the matter is culture of fear at a senior level: fear of technology through ignorance, and fear of technology over the ongoing investment required to upgrade software and ensure it is fit for purpose. With time the job of a project manager is getting difficult. Because projects operate from multiple locations, span different countries, cultures and time zones, and involve ever-larger groups and communities.
